Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are waged: positive announcements are released from various governments. Considerable effort is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Not long after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a need that neighboring countries are clearly incapable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to compel Moscow to relinquish the land that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
